I think it's US government, specifically.

This is kind of a mind fuck. On the one hand, the worst was avoided because apparently 40 different transgender bans were on the line. On the other hand, why is this the subject of negotiation? Youre working on a budget how does trans rights come up. Are these bullshit culture wars really worth billions of dollars? This needs to stop.

The concept exists in other countries, however USA specifically has zero rules about what riders you're allowed to create and when. In most other countries that permit riders, they usually have to be related to the bill.

In America, crazy ass riders are sometimes used as a pseudo filibuster by Congress. By putting in bullshit they know won't pass they can kill the rest of the bill because it's an all-or-nothing thing.

Yeah, in the UK bills can be 'amended' but the amendments have to modify the actual provisions of the bill.

The US just seems to have these mad, completely unrelated riders that expose the whole lack of ethics: ok, we'll let you do this thing we vehemently disagree with on principle, if you promise to give us a little something in return.
