Well, it was actually. Looking at how the bracket had been playing it, it was a surprise. Every great game older than 20 years was losing to modern junk. Wind Waker lost to modern junk. Shadow of the Colossus lost to modern junk. Mario 64 lost to modern junk. Super Mario World lost to modern junk. Link to the Past lost to modern junk. Super Metroid lost to a modern game.

The whole bracket had less than 15 games made before 2000, and most of them lost first round. So why would anyone expect Ocarina of Time to actually win? It was actually an upset given the voting base.
