It's a reference to a particular spelling of a very well known racial slur. That's probably about as specific as I can get here.

No suggestion the game referenced it intentionally, but "hard R" as a name for the slur in question (as in, it's a name for the slur itself, not for the group the slur refers to) is pretty well known.

It is tough to say without pushing boundaries. But, it is a facet of a bad word against Black people. A real bad one. There's the slang term, then there's the racial one that hits harder.

2) Removing it is a good call, even if it's not in your face for some it could cause some unintentional offense to someone else

3) Nobody actually cares about the placement of a standard repeated graphics tile and nothing of value was lost by moving them

Removing an unintended message is perfectly normal.

the R Shop thing is to point the character to a shop to buy stuff, according to the article, and R stands for Roxanne.

both the shop and the "HARD" graffiti show up multiple times in the game, and this was just one of those unfortunate times they matched up in that way.

It kinda seems like one of those things that was fine to patch out and also fine to just ignore. It's just... not really a big deal either way.

Personally if it were me, I'd have just included a change in the next patch I was gonna release anyway (but not made a dedicated one or rushed the next one for it).
