Standard energy weapon ammo in New Vegas can pierce light armor (-2 DT).

In Fallout 3 the general best strat is to use the specially named sniper rifle that knocks enemies over then rush up to them and spam the Combat Shotgun. That's generally how I fought the absurdly tanky DLC enemies, especially the Super Mutants with the Tri-beam Lasers that dealt specialty damage to the player.
