If you take the ethos of saiyans at face value, theoretically yes. The whole point is that they grow in combat, and the ceiling only exists to break through it. First it was the ape transformation, then it became Super Saiyan, then it became SSJ2, Then 3, then God (canonically) then SSGSS, then there's even more than that. Being Ultra Instinct or Ultra Ego. He hasn't even been allowed to pass Beerus yet, despite being probably dozens of times stronger than Battle of Gods and presumably surpassing "stronger than a GoD" ToP Jiren at this point. They could handwave it away just by offhandedly stating that Beerus has been training behind the scenes to keep his heavy lead, but who knows how they'll continue with things at this point. ...
