My throwing arm is actually much weaker than normal people who can perform similarly in other metrics of of overall strength.

So without even looking past the title, likely yes.

I can punch faster than I can throw. Its weird.

Nah not even when I was athletic. I could throw maybe a 60 yard hail Mary but a football id designed to be thrown. Nowadays I struggle to throw a ball over a 20 foot fence. Though that's basketballs. Kids at work keep throwing them over the fence.
