Yes, but they should be competitively viable

i think having funny characters in fighting games is fun but not really ones bad on purpose. I've always liked Dan a lot but grew to like him even more when some effort was made to make him into a real character you might want to pick in SF4 (though this is mostly a case of him being in a game where the top tiers are not completely insane like they are in the Alpha games, CvS2 or MvC2) and a lot moreso 5.

Same. He always felt challenging to play as, but I never felt handicapped picking him. I remember being blown away when I first tried SvC:Chaos and how strong he felt in that one.

Bad and a joke purely for the sake of being bad and a joke? No.
Bad and a joke because they're very gimmicky or very minmaxed? Sure.

My best example for this is Pichu in Smash Bros. Pichu in Melee had literally no reason to be selected since it was a strictly worse Pikachu in almost every single way. It was a joke in every sense of the word. But when Pichu came back in Ultimate, they gave it insane killing power in addition to being fast and small, but it still damages itself and dies really early like it did in Melee. It's niche is being the ultimate minmaxed glass cannon, and I believe it's currently considered low-mid tier but not awful, so it's a great example of a gimmicky joke character that's still worth playing if you can master it.
