Backstory: When I wanted to get solar installed on my house back in 2022, my HOA tried to stand in the way because the solar roof tiles wouldn't match the color of my neighbors' roofs. I ultimately got them to back down, but it added a lot of delay to the project. So I'm working on changing the state law the HOA tried to use to deny it. A lot more progress is being made this time. When I tried to do this the first time two years ago, the bill died because the senate committee never reviewed it. [LFAQs-redacted-quote] I went to Austin to testify in person a couple years ago on my first attempt. Someone who was listening in the gallery came up to me afterward about it. He was the HOA president in some neighborhood in Austin and someone wanted to install a solar roof. He was all for it, but the rest of the HOA wasn't. Good luck. Its sad how hard it is for individual people to have success in changing law through the legislature. I am a lobbyist for a major company and can pass out pretty big checks and hire really powerful PR firms and still struggle. People, with less or no $ have an ever harder time. Are you targeting specific members outside of committees? They can have more open convos when they arent in public meetings. You can get a better feel of what they will do and advocate for your stuff. Have you thought of trying to get solar companies to chime in? Double edged sword because then it becomes a green energy bill in a gas first red state but it may help. A website where people can click a button and send a pre-drafted email to their local rep would also be helpful if you can figure that out or have any technical skills. What I did differently this year is, when the bill was handed off to the senate subcommittee, I contacted the clerk of that committee to ask about it. She said the decision on which bills do/don't get reviewed is entirely up to the discretion of the committee chair. This bill was put on the schedule for them to review the very next day they were in session. Not sure if my phone call did anything, but I'll take it either way. I hadn't thought about getting companies to chime in, but I'm doing less leg work this time than I did last time. Last time I went up to Austin to testify in person, but this time I just sent my state house rep the text of what I said last time. Just noticed the picture in the OP and looked up the bill. You should be pretty happy even with this result. Getting it through any chamber is a win. How did it go from an idea to a bill for you? Were you involved in the decision to do it as a technical change? Were you involved in getting the other sponsors? How often do you talk to your sponsor? What is the expectation for the Senate? I dont know much about Texas. I have 14 states in my region but not Texas. Wish I could help. I tried to look up lobby registrations by bill. Most states make that easy to find but I couldnt find it in the ten minutes I had to try to figure it out. That may be helpful if you can find it to just see if anyone is lobbying it behind the scenes. The solar companies should be paying you lol. The reasons my HOA gave for trying to deny the solar installation made no sense. They used HB362 and said my roof had to match neighboring roofs or I couldnt do it.
With this in mind, I figured a lot of people across the state probably get denied for this same reason and probably just give up. So I wanted to change the law. All I did was talk to my state house rep about it and sent them all of the emails with the discourse between me and the HOA. His office did the rest in regard to making it a technical change. I havent been involved in getting sponsors other than my state house rep. Ive only talked briefly with Rep. Cortez about it. Most of my communication has been with his staff. There has been even less communication in this second attempt, but I feel like the amount we have had is fine. Not sure what the expectations are moving forward. I just contacted the clerk of the senate subcommittee in hopes that it would prevent the bill from dying in the committee like it did two years ago. That's one of the reasons why I wanted to do this. Solar is already very expensive as it is and therefore inaccessible to most people. I don't think HOAs should be making it worse by standing in people's way if they want to get solar panels or a solar roof installed. If tons of people had solar in Texas back in 2001 when the freeze happened, I don't think it would have even been as big of a deal that the power grid had gas lines freeze.
