Not going to include Joker, even though Mark Hamill's joker is definitely worthy, I just feel like Joker is more of a comic book villain than a cartoon villain. Shredder was obviously also in a comic, but I feel like the cartoon Shredder is where he really took off.

Also considered Boris and Natasha. I feel like they're kind of iconic, but can we even include a pair?

Well, Shredder was originally just a one-off villain in the comics, so yeah, he came into his own with the cartoon.
