My one criticism of Obama is he said um too much. I was taught in college that it's better to pause and think than fill the air with "ums" and fillers like that. Makes you seem more trustworthy and knowledgeable, allegedly.

While I think Obama was the most well rounded, and pleasing to the ear, with good education and an inoffensive nature to boot, Clinton was likely the best speaker in my lifetime. He had massive amounts of charisma, and that is something you cant really teach. You have it or you dont. You can obviously learn to be a better, more confident speaker, but having natural charm and charisma is something that tends to be innate, and it opens a lot more doors, and can get you out of more serious situations.

Clinton had the most personal charisma as opposed to speaking, or at least he closed the gap with Obama on that front. Oddly enough that's where Trump is pretty strong too, or at least when he was younger anyway.

For British Prime Ministers, Thatcher. I hate her and everything she stood for, but she was (unfortunately) a very capable orator. Some people would probably say Blair, but I found his oratory superficial and offputting even before everyone hated him.

Both of the Bushes were terrible, Carter didn't have enough charisma, Biden was way too far past his prime, and Trump's charisma doesn't make up for his mouth.

When delivering prepared remarks? Obama, followed by Bush Jr. (who, despite being borderline-incoherent when speaking off the cuff, was actually pretty decent at giving speeches when he was going off a script).

Impromptu? Probably Clinton, followed by Obama. Obama had a bit too much nervous energy for me to give him top marks in this category, whereas Clinton had a smoothness to him that really gave him a commanding air.
