Weirdly this is the best possible outcome in terms of who did it. ISIS coming right out and taking credit makes it harder/impossible for Russia to blame Ukraine, ISIS is largely uninvolved in the Israel conflict right now so it doesn't draw Russia deeper in that conflict either. It also makes Putin look ineffective, especially since he called the US embassy warning "provocative" and dismissed them on TV earlier in the week. Russia's only response will likely be to get more involved in Syria where ISIS has a strong presence which will pull them away from Ukraine.
