You can prevent him from doing it entirely by just not taking damage while consistently damaging him. Basically you just have to play as perfectly as you can and he'll never queue it up. Once he uses Gjallarhorn's Warning that's your notification that Zantetsuken is queued up and you need to stagger him at that point to stop it.

Status effects and debuffs can help prevent him from queueing it up as well from what I understand.

I've seen some back and forth on whether or not him damaging your AI controlled allies counts or not, so that could potentially be an issue.

Deal consistent damage without taking damage in return.

The tooltip says hitting him with ATB abilities consistently but from what I understand people have figured out that it's more just consistent damage while avoiding or perfect blocking his attacks.

Alternatively wear revival earrings and hope you can kill him before he uses it more than once.

It's very low priority for me politically. I'm not voting either way on this issue. I consider it something the government uses to ignore more serious issues we should all be concerned about.
