In the film A Few Good Men, Demi Moore's character uses the phrase in an objection, and then it's pointed out that it's a meaningless phrase that only serves to make them look bad to the court. The purpose is to highlight how inexperienced she is as a trial lawyer, which makes it completely hilarious that these Trump lawyers are using it now. Damn, now I feel silly, I wish I'd caught that (for some reason I've only ever seen the latter half of AFGM). I don't think it was particularly masterful writing either, but it had to be something that jerked Harry + a likeable sacrificial lamb (and by extension the reader) out of the relative comfort of wizard-school shenanigans and into shit-just-got-real-ville; the end result was bound to be convoluted.

They're not going to stop as it gets closer to the election, only increase the amount of threads they make and the amount of people making them. Every election since 2016 demonstrated this on 261. Conversely, around this time in the 2020 election everyone was all up in arms with 'can't we do any better than Biden?!' rhetoric. I know I need to respect other people's opinions.... Based on my anecdotal experience, I don't think it was Venom / comic book fans who propelled Venom to smash hit status. It had the benefit of coming out at just the right time to be an antidote to the 'you have to keep track of 20 different movies' MCU by being an obvious one-off 'check your brain at the door' action flick / CGI spectacle. Coco was excellent; one of those movies I'm glad I watched with my whole family, since we'd lost a loved one to Alzheimer's in recent years. Incredibles 2 was solid, but had no chance of living up to the bar that was being a latter-day sequel to my all-time favorite movie.
