I agree with the first part but you certainly can catch up on sleep. For the average person, 1 hr of sleep is needed for every 2hrs awake. Imagine putting a brick in a backpack that you carry for every hour of sleep needed. If you don't empty the pack every once in awhile it will lay you out flat from the weight and fatigue.
