She's got this "ridiculous early game and horrible lategame" stigma that needs to be adressed and she's not going anywhere until she gets changes. The champs that start out as bad and then make their way to the top (a la lee sin) are ones who have mechanics that people aren't using to their maximum potential. Leblanc, while having the W pullback, doesn't actually have anything super tricky and crazy going on. Riot actually decided to make her more burst than tricky during her development process so she's a straightforward champ. She doesn't have any crazy Q -> E -> R -> Q -> E trick that takes people a while to figure out. She's just QRW for maximum potential.
