Also I wouldn't qualify Artemis Fowl as a villain. Sure he's a criminal mastermind, but in context of the series I wouldn't say he's a villain, saving the world multiple times and whatnot. He's not like Marche where he's a protagonist who literally ruins everything for everyone.

Tom Nook is definitely a villain, seeing as he literally forces you into debt.

Sagat seems to serve Bison only as like a bodyguard. His only goal is to get revenge on Ryu, and that gets tempered down to a mere desire to have a true battle with him. He doesn't have any evil ambitions or anything, and I believe the only thing he does canonically that can even remotely be considered evil is killing Dan's father, which seemed to just be a street fight that got out of hand after Dan's father irreparably damaged his eye.
I don't know about Angelus from Buffy. Yes, he spent (slightly) more years as a bad guy, but they were all prior to Angel's first appearance on the show. He is a good guy from the very first time we see him - in fact, it has been almost a hundred years since he had been evil at that point. The only time Angel is ever shown as Angelus is in flashbacks (excepting a notable event in season two). He is much better known to the show's viewers as a hero.
Unless someone wants to make the case that Angelus and Angel should be considered two different people, which I don't really buy. But it's been a while since I've seen the show and I'm open to being convinced.

Going to have to divide this into at least three posts, but let's get started.
SPOILERS FOR EVERY SINGLE CHARACTER MENTIONED ABOVE. WELL MAYBE JUST THE VAST MAJORITY OF THEM, BUT STILL, SPOILERS AHOY! - - - - - - Name Changes
"Mustache Guy" doesn't have an official name yet, but he is an "Equalist Lieutenant" and referred to as such elsewhere. Suggest changing it because it's shorter and something he's actually referred to as.
"The Player" is officially called "Revya". While you could change the name, it is default/official/used in other media.
Ryo Bakura (Yugioh): Good guy. Yami Bakura, his other personality, is the villain. It's kinda like nominating Angel instead of Angelus; same body, different characters. Unless someone here knows something I don't, just switch the name to Yami Bakura and move on.
Removal
Bulk/Skull: They were just jerks at first and never did anything particularly villainous, but later joined the police force, then were private detectives, and help the Rangers out "In Space" even at the risk of their own lives. Currently Bulk is training Skull's son to be a ninja, or samurai, or something. Point is, you'd be hard-pressed to really call them Villains even at the start of the series and that doesn't compare to all the time they clearly weren't.
Eric/Tim Heidecker ([Adult Swim]): Real people. They've played fictionalized versions of themselves (Tim and Eric Awesome Show Great Job), but I don't think they were ever particularly evil [though I haven't seen much of their show, so by all means someone can correct me]. Since it just lists "Adult Swim" and not any particular show, I'm guessing the nomination is the actual people and not the characters anyway.
Golbez: Mind-controlled. Turns face before the end of the game, good guy for the first Dissidia and After Years. Not sure about the Dissidia sequel. Golbez' time as the main villain is far more memorable than his other appearances, but as much as I love him I don't think he quite makes the cut.
Mao: Good guy. I'm not sure I'd even really call him an anti-hero as he does a bit too much good throughout his game; even Raspberyl (an almost pure good character that does lots of volunteer work, donate blood, and other random acts of kindness; granted she's just doing that to rebel against acting like a demon, but hey, that's another discussion) becomes jealous/worried that Mao's performing acts that even outshine her. There are alternate endings where he might be evil, but unlike Revya, there's not even an entire evil path to fall back on. - - - - - - - - - *continued*

SPOILERS ARE STILL COMING FOR ALL PREVIOUSLY MENTIONED CHARACTERS! - - - - - - - - - - Milennia: Occasionally playable character who helps the heroes. While she is part of the main villain, she doesn't work with or assist him, like...at all that I can remember? Refuses to become part of the main villain as she loves the main character and doesn't want to become a complete monster? I have no idea what she's doing here.
Red Hood/Jason Todd: Anti-Hero. He's brutal, a murderer, and has fought against the Bat-Family at various times...but once you get down to it, he's eliminating criminals because he believes it's the right thing to do. He's a lot like the Punisher in that regard.
Sagat: Typed up a lot in the other topic, which can be copied if need be. Short version is that he only did one evil act which happened well before the first game started and never officially did anything bad after that. There are evil versions of Sagat out there; movies, animated media, comics, the P&P RPG. The game Sagat is not one of them. Either change it to specify a media in which he is a villain or get rid of him.
Seto Kaiba: "Anti-Heroic Tritagonist". That's a new one. Either way, blah blah, anti-hero. Blah blah, rival. Blah blah blah, only a villain for a rather small part of his appearances and best known as an anti-hero, blah blah.
Spike: Helps the main characters by the end of Season 2, helps them for the vast majority of Seasons 4 through 7 (becoming full hero during 7), and a hero for Angel's final season. Good luck spinning his time as a villain as "more memorable", as it certainly isn't the majority of his time. I'll grant that he was only helping reluctantly a lot of the time, but still, helping the good guys against other villains makes it hard to count him as a villain. Other people may feel otherwise.
Tom Nook: He's a rather shady shopkeeper, but I wouldn't count him as a villain.
Uncle Iroh: I'd count him as a hero, personally. Even as an antagonist he was still pretty good and I can't remember him doing even one thing that'd put him up for discussion here.

Laharl: Not as good as Mao, but not typically a villain. There are alternate bad endings, but no evil path; though in a BAD END of Disgaea 2 he gets mad and destroys the entire planet to kill you, so...eh, maybe.
Marche: Being a villain is an alternate character interpretation. The game is much better if you look at it that way, but there's not much evidence to support it and he's supposed to be a hero that chooses reality as it is over a convenient fantasy world. It's also not fair to say that "everyone" was better off in the other world, as wasn't there something about some bullies being turned into zombies (been a long time, forgive me for not remembering things clearly)? I like the idea of him being the villain, but....eh, I'm not buying it, even if it makes things so much better.
Marik: Started out as a villain, had a face-turn, was then replaced by Yami Marik. Really not sure if he should be replaced with the evil Marik or not, as unlike Bakura he did start out as a villain...*shrugs* don't really care either way. - - - - - - - - - *still going*

LAST POST OF SPOILERS. - - - - - - - - - - - - Mid-Boss (officially the name is hyphenated. THE MORE YOU KNOW): Laharl's father (or his spirit. Or reincarnation. The games aren't very clear on this), I think everything he does was an act to watch over or help Laharl. Even that's not entirely clear, as the Wiki states that it's hard to tell what parts were him acting and what was his actual feelings.
Nightmare Moon: Debuted as a villain, turned good by the end of the pilot episodes. Was good in her return appearances in Season 2. More memorable as a villain so I'd include her, but it can be argued.
Q: Was testing humanity as a judge, but often had the species' best interests in mind. Got a lot of nominations and has been on "best villain" lists though, so I seem to be in the minority.
Sue Sylvester: Has had so many episodes dedicated to showing her as a nice person...an antagonist, but probably not a villain in most episodes. Though at times...another of those borderline cases that could go either way.
Tim: Eesh this is a hard one to explain. LOL CRAZY SYMBOLISM. I can't find the explanation I need to link to (as usual), but basically the Princess is symbolically the atomic bomb and the game is a metaphor for the Manhattan Project. ...It makes sense in context. As such, while Tim's actions may not have been right, I'm not sure you could call them villainous without also calling everyone involved with the atomic bomb's creation as also being a villain. It's...difficult to explain and then there are alternate interpretations of the events. Bleh. Probably better off just letting Tim in and ignoring this entire paragraph as this too much of a headache to think about.
Wario: Villain in Super Mario Land 2, then he became a main character and starred in a lot of games where he was just very greedy rather than evil. Often categorized as an anti-hero, I'd say he's more notable for all those occasions as opposed to Land 2. Did debut as a villain though, so it's arguable.

Angelus: We also saw Angelus on Angel. At one point, Faith goes into Angel's mind (or something like that) and Angel/Angelus argue and fight with one another. Angelus is part of Angel, but a separate personality and if they can have fights with each other I'd count them as being different characters. I admit that it's debatable and won't put up much of a fight if he's removed, but I think they're different enough to count.
Boba Fett: *shrugs*. I count him as a villain, but have nothing to add.
Ghaleon: Best known as being a main villain, didn't do much when he flipped back to the side of good, was evil for the entire time he had the "Magic Emperor" title. Can be argued for removal, and it certainly is worth having the argument, but I'd keep him.
Perona: Seems to have been bad for the majority of her appearances, though I'll admit to not knowing much at all. Suppose those more versed in knowledge about the series should argue about it. - - - - - - - - - - - SPOILERS BE ENDED

Marche isn't a villain. He's the lead character (meaning is not memorable as being the antagonist of the game) and his philosophy is rather simple. Some might deem it as 'wrong' but he is not acting in any sort of 'evil' way. Facing reality is just that; it isn't evil.

I don't really count Bounty Hunters as villains, and Boba isn't an exception. But his actions are mostly evil throughout the series, and thus, I can qualify him as a villain despite working for the money.

Golden Sun isn't half-bad, but it needs to cut the crap with the Yes/No questions, which make Zubats look like thylacines in comparison.
Death (Final Destination Series and others) - Death is not evil it is just doing its job when peoples time is up.
Dr. Lisa Cuddy (House) - have no clue how she is a villain
Mao - Can't think of anything evil he did
Sagat- from what I knew of him he was part of the same organization as Bison and working for him. with this other information he does not sound so evil. More of a rival to Ryu.
Seto Kaiba - His goal became to beat Yugi. not evil or villainous
Spike Joins the scooby crew. He fights evil and made the choice to regain his soul.
Angelus - according to Buffy lore once turned into a vampire you die and a demon inhabitats your body. now gypsy's cursed Angelus to regain his soul and he became Angel with a part of the human coming back and it had memories. I personally think Angelus is the Demon and Angel is the human part that can control it/its strength.
Boba Fett: In the movies worked for Jabba the hutt to bring in Han. Did not seem evil but was kinda a villain

reason for Mao is in Human World ending he is basically villain mode, fights his party blah blah etc etc. Then at the end he destroys everything or something
although the Human World Ending is basically the "Super Hero" succeeding in turning Mao into a "Super Villain" for him to fight so...

I'd say remove Mid-Boss and Laharl. I never delved into what Mid-Boss's true purpose in the game was, and even though I felt like he was a mini-villain in the beginning of the game, I realized towards the end that he was only trying to help Laharl become stronger.
Someone brought up a good point about Laharl. If the game were from the perspective of the humans/angels, then Laharl would be a villain. Since that is not the case and you play as Laharl throughout the whole game, he doesn't belong here.
If we are to keep Marik Ishtar and Ryo Bakura in this, then we should change them to Yami Marik and Yami Bakura as those were the true evil personas for the respective characters.

Disgaea 1 spoilers, yay! - - - - - - - -
There's an ending where he kills Hoggmeister, which prompts Flonne to declare that he's evil and attempt to kill him. We never see the fight or its outcome.
Defeat the Dark Assembly 100 times and everything is destroyed with Laharl vanishing, never to be seen again.
He can also ditch the main plotline to go take over Earth as vengeance for them attacking the Netherworld.
And as mentioned if you beat him in Disgaea 2, he gets angry and destroys the entire planet to kill you. Nuking planets for petty vengeance is worse than most characters here.
They're all non-canon though and make up a rather small portion of the games. The alternate endings are not the most memorable, nor particularly long. Revya has an entire Devourlord path where she [Player chooses gender, officially female in future appearances/references] goes through the entire game being pure evil; non-canon, but it's almost half the game so it's hard to argue that it isn't important or memorable and she has a unique title to differentiate that path from the official one. The Disgaea endings are a few sentences which are fairly out-of-character for the personalities shown throughout the rest of the game. - - - - - - - yay

I'd say yes for Tyler Durden, it's a complex narrative with a lot of quirks, but yes you could definitely say Tyler Durden is the villain, and quite the villian he is.
