Gen 2 is still my least favorite even though HG/SS is pretty great. The gyms were too easy still though. Gym Leader Rematches are the best thing about the gyms in general. It's a shame they don't really use them outside of remakes and 3rd versions.

Silver and Blue have good designs, Barry's is acceptable but not particularly good. The only reason I'm fine with his and not this guy's is because B2W2's guy is trying to be SO COOL and just looks stupid to me.

Eh they're pretty different. Silver definitely has a more definitive character arc, which is pretty rare in Pokemon.

Well Silver and Cheren were both pretty obsessed with strength and why they weren't able to beat you. That's why I said they were sort of similar, but they go about it different ways.

Before I leave, I'll just leave this here.

The gym leader's Pokemon seem to be significantly weaker than in B/W. For example:
Elesa is the 4th gym leader in both games. In B/W, her lowest level is 25. In B/W2, she is shown to have a level 18 Flaaffy.

Do weaker levels mean some sort of sub-region after completing the Unova League, like in G/S/C?
