They don't give you any unbiased info to make a good choice on who to side with. I'm thinking of siding with Bhelen just because the dude said he has evidence that Harrowmont tried to cheat by giving two of the same pieces of land to the same people.

In any case, IIRC, Bhelen is the better end-game option.

The short version:

Harrowmont is a nice guy but an ineffectual ruler who's stuck in the old ways. Bhelen is a ruthless backstabber with progressive ideas that work out better for Orzammar in the long run.

The game doesn't have right or wrong decisions, just different consequences that will come up later. You have to decide for yourself what the preferred outcome is.

I believe for the Elves quest there is a third option where you help them both, but I don't quite remember how.
