Everything is possible in theory, but it would largely depend on the culture these immigrants would be coming from. Some cultures are diametrically opposed to the values of the US constitution. It's only natural people from such culture would have a hard time or refuse to integrate, so it's only natural the US people would then not want them in their country. Which cultures would be more likely to follow these ideals? And therefore, migrants from what countries would be more desirable?

Instead of emigrating, people should work to improve their own countries.

a) It's not libel; there's quite a bit of evidence for the Russians interfering in the elections (not for "hacking" the elections, but very few people are actually claiming that.)
