Mid to late twenties is optimal. All of the strengths, none of the weaknesses.If this comes with practical immortality (as in, won't die from anything but severe bodily injury), cool, but without enhanced durability and regenerative abilities, you'd become a mass of arthritic scar tissue inside of 20 years.

If we're talking "biological immortality" perspective, there really is no answer other than 20s. That's your physical prime, after you've finished growing but before age starts wearing your body down.
If we're talking setting a "legal age" where you're always considered that age on paper, regardless of your biological age (as the guy in the news story was apparently attempting), then the obvious answer changes to "anything 70 or older", since that entitles you to various seniors' benefits. --- Kill 1 man: You are a murderer.
