I mean yes but at least in my mind none of these are even close to sufficiently justifying government mandated surveillance. If we have to lock down for longer then fine.

To get me to support government enforced automated tracking I think it would take something like a virus with similar epidemiology/contagiousness to COVID-19 but with an ebola-level death rate, though I'm not sure we would make it through such an event with our current society intact in any case.

I will say there would be a reasonable chance of me supporting something like the government buying mobile tracking data from phone companies as a temporary measure to combat the disease as long as:
1. There is a defined end date after which the government no longer has access to this information
2. Everyone is given the opportunity to contact their mobile provider and opt out of having their data included in this transaction if they so choose.
(There's probably other issues with this I haven't thought of but this seems a reasonable starting point)

I'd be annoyed if Biden appointed Republicans to his cabinet but let's not pretend this is some Biden-specific thing. Obama appointed Republicans to his cabinet.

It's the kind of thing you used to see where there'd be like or two people from the other party appointed like that for ~bipartisanship~ or sometimes, more cynically, to lure someone out of a seat that would likely see it flip to their party if the appointee vacated it for the cabinet. (Think all the floating of Manchin to Trump's cabinet early on. That WV seat would go red by like 40 points if he took a cabinet post. So you could think of it as flipping a Senate seat.)

I'd prefer he not pick any Republican, but I wouldn't be shocked if there one or two in the end. It used to be common practice pre-Trump.

Yes and no.

Trump is a symptom not a cause. He's just made loud what the Republican party always kept quiet - but still believed. That said, I would hope that Biden is talking about Never Trump Republicans. I imagine he's thinking more Romney than say... Jordan.

Either would be bad, don't get me wrong, but not only do I think Biden's mostly just playing the game like when he was months ago when talking about VPs, but I imagine he's talking about the - admittedly vanishingly small - faction of Republicans that have walked the walk on Never Trump. If you put the O/U on "Republicans in Biden's cabinet" at 0.5 I would take the over, but with the thought that it'll be like 1 person as a stunt.

I don't recall if he announced he would do so pre-election (neither does Biden here, he simply says "consider") but Republicans were considered leading contenders for several posts in political reporting before the election. To varying levels of accuracy (Hagel, for instance was considered a top contender for Secretary of Defense in October 2008 but wasn't appointed to that position... until 2013 where he finally was.)

If I remember specifically, that was about his VP. No one anywhere seriously thought he would appoint a republican as a VP and he was clearly just posturing (except for the more hysterical people on the far far left).

He could be about this too, honestly. Saying "I'd be open to it" is a lot different than actually doing it, so who knows. And unless you think all republicans are inherently evil and inherently unqualified fo their jobs, I don't see why appointing a republican as some lower level cabinet position that they have experience for is such a huge deal.

AND if you think republicans are inherently evil or inherently unqualified for careers in the public sector, I have bad news for you if Trump wins.
