It's the kind of thing you used to see where there'd be like or two people from the other party appointed like that for ~bipartisanship~ or sometimes, more cynically, to lure someone out of a seat that would likely see it flip to their party if the appointee vacated it for the cabinet. (Think all the floating of Manchin to Trump's cabinet early on. That WV seat would go red by like 40 points if he took a cabinet post. So you could think of it as flipping a Senate seat.) I'd prefer he not pick any Republican, but I wouldn't be shocked if there one or two in the end.
