In short, corruption is not only acceptable it's encouraged under this system, even worse, the federial government HAS to give them money because of how bad it looks politically if Dems are in charge, should the federal government withold funds that are suppose to help people, Conservative media is very powerful in this country and non conservative media would jump on the band wagon as well, When it's a conservative federal government they have to prop up Texas demands to get Texas congressmen and Senators on their side for whatever horrible legislation they want, they'll be on their side anyway but keeping their wheels greased in this way 100 percent assures their loyalty. It's fucked, man.
