All Ukraine needs to do is advance to the Sea of Azov, cut the land bridge to Crimea, blow the Kerch Bridge, and place Crimea under siege. It won't happen right away, but Russia will eventually be forced to capitulate Crimea. That might even cause them to lose or for the Federation to disintegrate. At the very least Ukraine gets Crimea, which is much more valuable than the Donbass or even southern Ukraine. But straight up mercing civilians is bad. People who get fed propaganda that causes them to believe evil things are victims too in a way of their own governments. Proclaim that drones operation close enough to the boarder that they're hitting Romania soil is unacceptable. State that if the equipment is hit, they will be forced to use air defense against any Russian craft close to their boarder. That's not escalation. It's clearly defining what actions by Russia would be considered escalation.
