Whether or not you liked the SD Chamber depends entirely on whether you can suspend disbelief enough to believe in Santino.

Swagger went on after as a cooldown match/bathroom break after the SD Chamber. That happens a lot, and it's to give the crowd a respite between two big matches that they're supposed to be really into and emotional over. I even remarked in the chat how I could feel my body's adrenaline dump during Swagger vs. Gabriel, and how it was smart to put something else there as a buffer.
Cena went on last because his storyline has been the main event storyline on Raw for months now. They've been telling us that John Cena's exploits are more important than any title since the start of this year, so this logically follows from that.
