No its literally true and not true. It is true the person above is guilty. However, the example does not correlate perfectly as the person here did not pay for a crime to be committed. He just went to a meeting where a crime could have been committed and supposedly did not actually happen. Trying to commit a crime versus actually committing a crime is a big difference and why the example fails. Sure the person failed at the murder but they still are guilty of paying for sex or for having paid to try and hire a hitman. Those are crimes already from the start. However, the example does not correlate perfectly as the person here did not pay for a crime to be committed. He just went to a meeting where a crime could have been committed and supposedly did not actually happen. Trying to commit a crime versus actually committing a crime is a big difference and why the example fails. Sure the person failed at the murder but they still are guilty of paying for sex or for having paid to try and hire a hitman. Those are crimes already from the start.
