Not a lack of perfect, a lack of any. I think Oddity has legitimately been very busy today and is rushed into making reads he doesn't feel comfortable making.

That strikes me as more a town thing. Much easier for scum to make fake reads; just pick one or two scumbuddies to put on your scumlist, pack the rest with town, and be on your merry way.
