I still don't want future FF games to play like this. However, this game has pretty much crapped all over Kingdom Hearts. So it's bad against regular enemies but very good against bigger ones. Garuda remains your best source of easy staggering for a good while. I eventually dropped her for Titan because I just find countering so satisfying to use.
