The use of white phosphorus is not banned under international law, but using it against civilians is a war crime. That includes using it against military targets in civilian areas.

It's not an effective weapon when used as an illuminant, for one. Totally different delivery/dispersal and unlikely that it kills anyone.

If you really want to kill a bunch of civilians you can do it without WP. Can even do it with plausible deniability, e.g. just bomb them and go "oops, thought there were enemy soldiers there."
