The only thing is that you have to recognize when you are in a game when you do NOT need to build it. A Miracle game will want an extremely early phil stone which means NOT getting an early cata (for your BV and NOT for RoA, duh) and sometimes that HP setback (not to mention the regen on level up delay) is a pretty big deal top.
the standard 9/0/21 works. you want the usual utility stuff and the magic pen on the offense tree.
And do my AD carry runes more-or-less work (ArPen reds, Mreg/level blues, flat CDR yellows, HP quints), other than the ArPen (what should I replace that with?)?
magic pen marks. mana regen and cdr are fine. i use health quints since they're at least decent on every champion; ap quints might be better for her but i don't have them myself.
Would you rather have Xin or Wukong for your Tanky DPS? I personally prefer Wukong. Xin is stronger early game but as the game progresses Wukong just gets better and better. His ability to dive into fights, pop everyone and escape is very useful. Also 40 free resist and armor is extremely useful.

Vlad got flattened when they made the spellvamp effects unique. EVERYONE basically played vamp as a 50%+ spellvamp machine that had reasonable HP but the fact that he could sustain himself so well all the time make him one of the most annoying champs to fight.
People used the stacking spell vamp like a crutch and they didn't know how to cope when it got taken away.
Vlad still has a solid set mind you which includes an escape/dodge of sorts and "reasonable" sustain with his Q, but people have to learn you cant play him like he used to be played. Also he gets destroyed by DoT and Swain was used as a pretty solid counter to Vlad with good effect. Atm neither Swain or Vlad sees all that much play though. Champs like anivia/brand/orianna/gragas are dominating the AP game.
If you really love vlad then go for it, just make sure you are teaching yourself a new style of vlad play as you go based on what works and doesn't work rather than relying on the dated techniques.
I never played Vlad seriously before, so I can't really say that I even know how he used to be played, aside from level 9 basically meaning that you're never going to have to leave lane until you push its face in.
What's your take on Kennen? Is he bursty? I find that a lot of the champs I like to play just do assloads of damage in one go.

Kennen is about being accurate with your skillshots and keeping track of how many passive stacks you have on your opponent and using it to your advantage.
You probably already know but kennen's passive works pretty simply: Every time you damage something with an ability they will gain a charge. When they get to 3 they will take extra damage and become stunned. By using your abilities rapidly it is surprisingly easy to go from 0 to 3 in a heartbeat, but that isn't always the best way, especially in laning.
The charges will wear off after a short while which typically results in your opponents being skittish once they have a stack or 2 on themselves and being able to abuse this fear is often the way to ensure lane dominance.
Land a Q (1 charge) Then take a forward position to cause him to back away to avoid the next Q. Then use good timing to use his ability that causes everything near him that already has a charge to take another one. (E, I'm 99% sure)
Basically as long as they are not in an HP advantageous position to be able to stand up to you, you can (with good AIM) take control of your lane and use the timer on your passive (ticking down to remove the stacks) to dictate your opponents behavior.
imo Kennen's early game laning in this way is stronger than his usefulness mid to late. He almost needs a Zhonya's to be competitive just because when you itemize for damage (as you should) the nature of your skillset (roll and the ult) require closeness that will get you murdered otherwise.
But he is a decent champion to pick up when your team needs a longish ranged poke if someone better is not available to give your team a poke.
Understood. From the sound of things, Vlad would make a better purchase, though.

It's actually really silly how formulaic responses to nerfs are in "certain circles." People who used the champion religiously declare them useless and jump ship to the next FotM, while people who don't use them as much say it's not that big of a deal. I never know who to believe.

The vlad "nerfs" (which was really just an update to how spell vamp items worked) were actually a very big deal.
Vlad being used as he was became a force to be reckoned with unless you were very polished at dealing with him. He could be killed, but you had to be prepared to do it all at once and preferably without blowing an entire team's worth of Ults on him. Red became pretty proficient at beating vlad's 1v1 mid because they were unprepared for his flash/iceball/frostbite/ignite. They basically considered themselves always at full HP because of how fast they could sustain and so when they hit the critical HP red would pounce. We also got pretty good at dealing with vlad with Anivia and Alistar in tandem.
But unless you polished your vlad killing tactics his sustain wasn't just good, it was ridiculous to the point that he felt broken.
It's kind of how Jax was last April/May. We ended up working out some solutions to dealing with Jax in 3v3 (before he got nerfed into the ground).
"OP" champs are not unbeatable, but that doesn't mean they aren't still too strong for their own good.
The only problem is when they go from "too strong" to "significantly less strong". It is hard to gauge where they fall on the spectrum with relation to everyone else but because their shift was in the downward direction the natural reaction is to assume they are now bad.

However, once that was taken away people realised "oh hey, Vlad actually carries pretty decently" and just shifted to that instead, lo and behold, you barely got a change in power because the increased damage meant your WotA had good sustain and you were killing stuff faster because you built AP.
The big nerf for Vlad was the one on him against his Q. That was like a 25-30% nerf to his DPS (and heal) from Q.

No, the big nerf is that Ignite suddenly made his revolver useless AND sent his Q heal to the ****ter. It was a big goddamn change and it also contributed to killing Swain.

Well that's the main reason i'll never understand getting Merc Treads: I always get banshee's veil. I eat the first cc. If they use more than one i've done my job. Also, his ult laughs at cc. The benefits from Swiftys is vastlymore important: running past turrets to prevent an enemy creep wave allowing you to troll mid lane without losing levels or turret health up top, Being able to catch and escape anything early to mid game without fail, harassing your lane while making it near impossible to harass you back for equal damage. I mean the list goes on and on.

I don't really like these "sustain" changes. I'm afraid if they stop AD carry + support from being the unstoppable force that it is, roaming will make a comeback.
Roaming sucked. You had to ward you own jungle in addition to the lanes, putting you even farther behind on money. If you were ever half-way out into your lane, you were over-extended, because if you were ever out of flash range of your turret, you were over-extended. As long as I've been playing, the game was never more passive then when roaming was popular.
AD carry plus support stopped that, because if one of the champions left bottom lane to roam, you wouldn't be able to stop the AD carry/support, and you would lose the tower.

Trying to make the game less of a farmfest, that's my guess. Look at the Dominion game - supports kind of have little place there, because that mode is centered on small 1v1, 2v2, or 3v3 skirmishes.

Anyway, I don't get why Riot is so gungho about nerfing supports to make them more "active." They're f***ing supports. What do you want from them?

I wouldn't say it was one-sided - Milennium was really scary for a while, holding on to that tower for years and years and years, but then Soaz put too much faith on his QSS, got caught out of position, and Reginald vaporized him. After that the kills snowballed.
