Targeting a claimed jack with a roleblock would definitely be a good move, but hard to count its existence out entirely this early into the game. Maybe they (somehow) ascertained that someone else has a power and blocked them instead. Maybe, like you, they figured Scare would try to protect Chris, so it didn't even matter and it was more important to not let Town know what powers they had.
