Terrible. What other people do in their work time is none of your business, unless you're directly responsible for them, which does not seem to be the case here.

Vlado, you are really out of place in this topic. You have no idea what you are talking about.

a small office of 8 employees. my Desk faces hers and I watch her do nothing all day long. She will be texting on her phone and the Office Phone will ring, everyone else is knee deep in work and she doesn't even budge to pick it up.

The only thing you are right about is that I do not directly oversee her duties. I have my own department that I run.

WTF? It's not your decision who gets paid what. And how exactly is that "an issue"? It neither concerns you, nor are you in a position to determine whether it harms the company as a whole (that would be the boss).

What good would snitching do, exactly?

The problem here is Office Morale.

7 out of 8 employees are working all day long, running around like crazy, helping attorneys, getting files done, dealing with idiots, etc.

Then you have that remaining employee who sits in the middle of everything and she has FAcebook open all day long and she does nothing.

You clearly have no problem with this and have horrible work ethics.

I'm not even looking for better treatment or even a pat on the back. I want him to tell his princess that if she is going to show up to work that she has to work and if she is going to just putz around on the internet and do nothing that she can just stay home or go find herself a real job.

If I was in the boss' position, while I'd check the complaint, the snitch would certainly get some kind of punishment (explicit or not), as well. I quite dislike people like that. If you want to advance, get better pay, etc., you should do it through your own work and merits, not through bringing others down in front of the management.

Also, what SBell described is an extreme case where your line of thinking might apply, but you have no clue what a "bad employee" is. Someone who gets his work done in an hour and is on Facebook the rest of the time is a way better employee than someone who "works", but gets nothing done all day.

Even if that's the case, it's the manager that should handle the case, not SBell. Why the hell are so many people defending such actions? Imagine the same happened to you. It's not like you never open gamefaqs or whatever at work. Yeah, MAYBE this case is more extreme, but someone could snitch on you even if you spent 5 minutes on gamefaqs at work.

My previous manager used to always spy on me and it was really irritating. Right now, I don't have that problem and everyone is happy. If a worker feels more restricted at work, that may also affect his productivity negatively.

lol Vlado. The time I snitched on my coworker who was embezzling company money, I got a promotion. You cannot tell me any boss wouldn't want to know when an employee is stealing company assets, which is what goofing off all day does.

And when another employee is not working for his pay, it hurts the company, which in turn hurts me. It's simple logic that as a loyal employee I would want that issue addressed.

There are different ways to go about doing your job, some which are more beneficial to the company than what you originally told the employee to do. If spending 40-50% of your time on your phone or facebook is the best possible work routine for an employee, I think it is time to find a new one.
