Spoilers: the military is very pro gun ownership/Second Amendment. They're also mostly mercenaries who will do what they're told rather than risk losing their pension. I suspect some military and police would defect, but not nearly as many as people think. The national guard confiscated guns during Hurricane Katrina, and I don't recall any stories of any significant amount of guardsmen who refused to follow those orders. Might not work as well in the states, but it certainly seems worth considering at least. Gun buyback programs have been tried tons of times in the US. Nobody is interested. It doesn't help that the government is stupid and usually offers well below the market price. I don't think literal emergencies like this are necessarily good precedent for how people would act in case of mass, indiscriminate gun confiscation. An epidemic of school shootings isn't an emergency? How about once they order gun confiscation and a few people start shooting the police and military who come to do the confiscating? Remaining police and military will absolutely rally around their brothers-in-arms against traitors who want to kill them. It doesn't have to be indiscriminate gun confiscation. Disarming all minorities would be a very popular policy in the US. And THEN they could move onto the whites, probably using some other forms of profiling, based on poverty or thought crimes. Then only the rich white elites will have guns (i.e. "a well regulated militia"), and they'll leave it at that.

Have you been in the military? I have, and I'm telling you, no it doesn't. "Veterans" are not ingroup when active duty are being attacked. And apparently they actually gave decent value. If the demand for personal gun protection in the US dropped, then a buy back would work trivially. It wouldn't even be a drop in the bucket of the budget. They could even exchange guns for bitcoin or some shit, people would love it.
