Germany is infamous for it's public transport system and as a result fewer people have cars and just take public transport when they go out drinking.Oh for sure. I've been to several large European cities and been able to get around without ever touching a car. The idea of even trying to drive in London stresses me out. But even in places like Scotland where those things don't exist outside of the major cities the the penalties are much harsher than the US and it's simply not as much of a problem there.

If we could promise fair care under forced institutionalization, that could help, but it's doubtful we have a system in place where they'd be treated well.Reasonably give? I frequently here about executions and hardly lose sleep over them, because it was very well established that they were a bad, unredeemable person. But the instrument that allows for executions to take place is broken. It kills innocent people. And that system can never be fixed. There will never be a system put in play that can ethically guarantee that only the guilty are executed. And as long as there is a non-zero chance that an innocent can be murdered by the government, I cannot be in favor.
